Cache file rename problem under W32

Description

While dirmngr updates its CRL cache it may happen that a cache file is still
open (in another thread). Under Windows this leads to a renaming problem
because the previous unlink failed.

Fixed in dirmngr and also in GnuPG trunk. Patch for gpg4win created.

The problem was that the backport of the CDB port to Windows introduced a
problem back in 2007. We obviously never tested it enough.
