configure states that the parameter for setting the location for libgpg-error is:
--with-libgpg-error-prefix

However, if you set this, it does not work, because it gets overridden by the
undocumented option:

--with-gpg-error-prefix

If you set --with-gpg-error-prefix, then libksba will build correctly.
