Kleopatra: Netkey card import should be possible while offline even if CRL checks are activated

Description

Somehow Kleopatra does not even list certificates of a card because of a "Card Error" when CRL checks are enabled and the system is offline.

As Kleopatra allows to learn / import expired certificates it should also be able to import certificates where the CRL is not known.

This was a misunderstanding. Import is possible. The german translation of Kleopatra wrongly indicated an error because it translated "unknown certificates" as "ungültige Zertifikate".
