Not a bug. You need to install the iconv.dll as described
in the announement. Or take the easy eay out and use the
release candidate 2 available at
ftp.gnupg.org/gcrypt/alpha/binary/gnupg-w32cli-1.4.1rc2.exe
which includes this DLL.
