Page http://www.gnupg.org/why-not-idea.html contains links to source file, precompiled DLL and signature of IDEA plugin. All linked files are remain on ftp.gnupg.dk, and this site currently does not allow to visit it anonymously (making impossible to get IDEA support for GnuPG):
