As a compromise between importing all or no signatures, it might make sense to have a mode to only import signatures from keys already in the available keyring(s), and possibly use that as default.

I'd expect most people's keyrings to be populated mostly by importing keys of people they interact with, and project keyrings such as Debian's, so keys in active use, which keys used to generate spam signatures are not.
