Documentation update needed to reflect the shut-down of this organization's FTP server

Description

Hello. The permanent shut-down on August 20, 2024 of this organization's FTP server ftp.gnupg.org, replaced by the service at https://gnupg.org/ftp/ would require updates accordingly, as in the manuals, the related mentions have become obsolete. At least on https://www.gnupg.org/documentation/manuals.html, this manual is eligible for the update: Libgcrypt Reference Manual | version 1.10.2

As I understand it, the '--fetch-keys <URI>' option in the 'man 1 gpg' manual pages is out of scope.

Updates for projects' scripts related to GnuPG for building from source may be needed; So it is at least for libgcrypt; illustration (output filtered):

sh ../libgcrypt-1.11.0/configure

configure: error: libgpg-error is needed.
