Noteworthy changes in version 1.24.3 (2025-05-19)

Take care: This version is from a legacy branch of gpgme created
just before we split out the C++, Qt, and Python bindings to
separate repositories and bumped the version number up to 2.0.

cpp: Ensure that all transitions go from one state to a different state. [T7600]
cpp: Ensure correct expiration time on 32-bit arch with 64-bit time_t. [T7627]
