Gpg4win: Change bug report address to a Gpg4win-specific address

Currently, people who report a bug for Kleopatra (via Help->Report Bug...) end up on https://bugs.kde.org. In many cases this is the wrong address. I've closed quite a few reports about issues with GpgOL at bugs.kde.org with the comment "Gpg4win is not released by KDE but by g10 Code GmbH. Additionally, the Outlook add-in isn't even developed by KDE. You need to submit your bug report at dev.gnupg.org."

Since reporting bugs at dev.gnupg.org is prohibitively painful (for good reasons, but still sad), I thought about redirecting Gpg4win users to https://forum.gnupg.org/. @ebo proposed https://www.gpg4win.org/community.html.

Kleopatra is also run on GNU/Linux Distributions.

It certainly is a good idea to check our communication channels especially about reporting issues and support.

What is the official status of Kleopatra though, is it still a Free Software product developed by KDE? (With g10code staffers?)

An alternative would be to make the text we get to more elaborate like

Kleopatra is a frontend for the crypto engine GnuPG.

It is brought to you by a packager or a distribution.

If you have noticed a defect we wll be happy to hear about it.
To save work, check where to report first:
  a) Your distribution vendor
  b) if the problem is with the crypto engine or with Kleopatra itself.

and report accordingly.

Gpg4win is one distribution for windows.
GnuPG.com's GnuPG Desktp is another distribution for Windows (and GNU/Linux).

Kleopatra is also run on GNU/Linux Distributions.

This is irrelevant. This ticket is explicitly about Kleopatra included in Gpg4win.

Of course, but pretty much all development that has happened in the last five years (and likely even longer) has been paid by g10 Code. The notable exception is the port to Qt 6 which was done by Laurent Montel when he ported all of KDE PIM.

And this one distribution is what this ticket is about. It's not about any other distribution.

GnuPG.com's GnuPG Desktp is another distribution for Windows (and GNU/Linux).

This ticket is explicitly not about GnuPG Desktop (nor about GnuPG VS-Desktop). Users of GnuPG Desktop are directed to https://gnupg.com/gpd/report.html (and you'll easily guess where users of VSD are directed).
