Draft: GpgOL: Add Option to force GpgOL usage in case of conflict

Description

If S/MIME Signature and/or Encryption is configured in Outlook for every mail and a user activates encryption with GpgOL (via the "Secure" button), a dialog window is shown after choosing "Send". There a choice is offered whether to go ahead and sign/encrypt with GpgOL or cancel sending, so that you can deactivate the "Secure" button and go with the Outlook encryption instead, if desired.

In some usage scenarios the Outlook S/MIME signatures are always on and users only use GpgOL for VS-NfD compliant communication and are aware that they override the Outlook settings.

For this case we want to offer a configuration option to force GpgOL usage without user feedback.
To be discussed: is this something we would set by default in VSD versions?

Caveat: we need to reset the Outlook Crypto setting for the draft if mail sending is aborted and the "Secure" button is deselected after choosing to use GpgOL in the dialog. Otherwise sending the mail draft in the next try without GpgOL selected would result in sending without the originally configured Outlook crypto settings.
