If you have 2 keys for the same mailbox in your keychain one only for encryption the other for signing then as keycache can only hold 1 public and one secret key for an mailbox the 2nd imported key overwrites the 1st in the cache and thus you can only sign or encrypt depending which was imported first.

To test in gpgol after the fix (see T7836: GpgOL: Both disable and prefer S/MIME does not work):
- Make sure you have both secret openpgp and smime certs for ted (both split S/MIME keys)
- Deactivate "Always show security approval dialog"
- Enable S/MIME and activate "Prefer S/MIME"
- Kill background processes and restart Outlook (just to be sure)
- Send an encrypted/signed mail form and to ted => should be S/MIME encrypted
