The command
gpgconf --list-options gpg-agent
abort with following warning:

gpg-agent[13041]: secmem usage: 0/32768 bytes in 0 blocks
gpgconf: gpgconf-comp.c:1593: get_config_pathname: Assertion `option' failed.

  • gpgconf-comp.c (gc_options_gpg_agent): Replace accidently used

GC_BACKEND_SCDAEMON. We should consider to create these tables
from plain files.

tested with gpgconf 2.0.8

The command works correctly on a new user account.
