If i try to build a simple C test harness into a static binary for windows using mingw32 (either `x86_64` or `i686` flavors, examples shown here come from `x86_64`), using `pkg-config` on debian, i get a linker error.
I try to build with:
```
export PKG_CONFIG_PATH="/usr/x86_64-w64-mingw32/lib/pkgconfig"
x86_64-w64-mingw32-gcc -pedantic -Wall -Werror -static -o test-run.exe simple-build.c $(pkg-config --static --cflags --libs gpg-error)
```
and `pkg-config` produces:

-I/usr/i686-w64-mingw32/include -L/usr/i686-w64-mingw32/lib -lgpg-error
```
the resulting compilation fails with:

I note that the version of `libassuan.pc` i have installed via the debian `libassuan-mingw-w64-dev` package identifies that `-lws2_32` is a pre-requisite of `libassuan`, i think derived somehow from `NETLIBS` in `configure.ac`. Perhaps a similar test needs to be built into `gpg-error.pc` ?
(as a side note, i observe that gpg-error-config.exe seems to have the same problem.
