If i try to build a simple C test harness into a static binary for windows using mingw32 (either `x86_64` or `i686` flavors, examples shown here come from `x86_64`), using `pkg-config` on debian, i get a linker error. Perhaps a similar test needs to be built into `gpg-error.pc` ? (as a side note, i observe that gpg-error-config.exe seems to have the same problem.
