This fixes the issues discussed on gnupg-users (https://lists.gnupg.org/pipermail/gnupg-users/2021-December/065683.html).

Test Plan

Try using a computer with multiple smartcard readers and setting reader-port. Using logs check that the lines for opening reader do not repeat.
