pinentry encodes the "%"-character

Description

Someone on Gentoo's bugtracker describes a problem with pinentry encoding
"%"-character to "%25". I can reproduce this with pinentry 0.7.5 on my system.
Funny if you use a passphrase like "have%fun!" ;-)
