Description

The man page for gpg fails to mention that one needs to
use "--openpgp" in conjunction with "--ask-cert-expire".
Otherwise, GPG silenty ignores the latter option and
doesn't ask for an expiry date.

Fix

I suspect this is not a bug. Do you have "pgp2" set in your options/gpg.conf file? The pgp2 option is documented to override --ask-cert-expire.
