GpgEX not working with Windows7/64Bit

Description

GpgEx is not working at all on Windows7/64Bit system. There should be a 64bit
version of the shell extension dll and ideally the installer should
automatically detect the operation system flavour and install the correct version.

This may not have been such a big point when 64bit system were rare. But
nowadays it is the default that newly sold machines with pre-installed windows
have a 64bit windows.

You may switch Windows to use the 32 bit explorer version. This solves the problem.

We can't fix that until we find the resources to build the whole GnuPG system as
64 bit binaries.
