Description

Automake-1.13 removed long obsolete AM_CONFIG_HEADER completely (
http://lists.gnu.org/archive/html/automake/2012-12/msg00038.html ) and errors
out upon seeing it.

Attached patch replaces it with proper AC_CONFIG_HEADERS.

Also in other GnuPG related software. Just fixed for GnuPG 1.4.

Argh, I did quite some fixes for the 1.5.1 release and assumed that I applied
this one as well. Now pushed but too late for 1.5.1 :-(. However, there is no
need to use automake for a released version.
