GnuPG correctly verifies file signatures via CMD, fails to verify file signatures through GPA

Description

I noticed that I was getting bad file signatures when I used GPA or GpgEX, but
when I tried to verify signatures via the command line, they showed up as
"good." Screenshots and signatures included, I did not include the files that
the signatures applied to (though, those files were
"openvpn-install-2.3.2-I003-x86_64.exe" and "gpg4win-2.2.1.exe," respectively).
