gpg2 --options does not check ~/.gnupg directory

Greetings.

Not sure if this is a "bug" or just a feature that was forgotten.

gpg2 --options alternate.config.file

only checks the current directory for the specified config file. Should it not
by default check the default ~/.gnupg directory, which is where I would choose
to keep said config file?
