Microsoft Outlook does not find GpgOL component

Description

After having installed Gpg4win 2.2.21 and Kleopatra 2.2.20 with the standard
installation assistant, Outlook cannot start the GpgOL component (missing
libdkdeui.dll and libdkdeo.dll).
I'm running Windows 8.1.
After inspecting Windows PATH, I saw that the "C:\Program Files
(x86)\GNU\GnuPG\pub" directory had been added, but not "C:\Program Files
(x86)\GNU\GnuPG". Manually adding this directory to Windows PATH solved my issue
(previously I had to manually launch Kleopatra before Outlook).
Don't know whether this was just an issue for me or if this is general.

I think this was fixed in 2.2.3 or so. (The dll search) so this should work now.
I'm currently testing mostly on Windows 10 and there are no problems with
regards to that of which I am aware. So I'm resolving this. Please reopen if
it's still an issue.
