Description

The gpg.ru(1) man page from the gnupg-1.4.16 distribution contains two lines:

.TH /home/wk/s/gnupg/doc/gpg.ru.sgml 1
No man page due to missing docbook-to-man

Please fix this, and perhaps even break 'make distribution' if the necessary
tools are not available, to avoid this problem from re-occurring. Thanks.

I took the simpler solution of removing that outdated man page.

The man page is outdated and we do not use docbook for a long time
now.  If someone wants to revive such a man page, it would be best to
translate the respective parts of the GnuPG manual in git master.
