addkey asks for a separate new password for every subkey created

Description

When creating a new subkey via --edit-key/addkey, gpg-agent asks me for a new
passphrase *for every single subkey*.

Note: this is *not* asking me for the master key passphrase in order to add the
key. The prompt says "Please enter the passphrase to protect your new key" for
every single new "addkey"; I am only asked to unlock the master key once.

Perhaps this was by design, but I don't think this is appropriate for the
typical user. It should at least be a setting that is by default *off*.

will be the majority use-case.
