the first time that gpg is run by the user (or an application that uses gpg for the user), gpg simply creates ~/.gnupg and then exits. It would be so much nicer if gpg didn't just exit, but rather continued to do what was requested of it.
if the problem is that it may be unsafe (I can't see how, but I'm no security expert), then perhaps a command-line option to either turn this behaviour on (or off, whichever) could be added?

Hmmm, we don't do this anymore since 1.2.0. Instead we print a warning if the newly created options file (gpg.conf) containst active options.
