localizations for GnuPG, on the 1.4.x and 2.0.x branches.

The supplied .po files are in the Debian BTS:

dkg changed Version from 2.0.28, 1.4.19 to 2.0.28, 1.4.19, 2.1.18.

This was included in 2.0.30, but somehow was missing from the 2.1.x branch.
I've included it in master as of 8a9d4b55b09d04482b46055f0a60f01b86738df3
