gpg doesn't output anything to Mintty when using Cygwin

Description

The Windows release (not GPG4Win) of GnuPG modern 2.1.8 contains a gpg binary that
when run in Cygwin with the Mintty terminal emulator, displays no output. When run
in the default Cygwin terminal emulator, or in Windows' command prompt, output is
displayed, but not in Mintty.

Sorry, I don't known about mintty. Cygwin is actually a different OS on top of
Windows and can't fully integrate with native Windows applications like gnupg.
