gpg-agent not terminated when upgrading from gpg4win 2.2.6 -> 2.3.0

Description

Trying an upgrade from 2.2.6 to 2.3.0, the gpg-agent was not
terminated, so c:\Program Files\GNU\GnuPG\libksba-8.dll
could not be overwritten. Used task manager to terminate gpg-agent.exe.
Then retry: worked.
On Windows 7 (DE) 32bit.

Longer explanation:
After the hint, I've used the Kleo menu to quit/stop kleo.

Expected behaviour: The gpg-agent should be terminated during the upgrade.
Even better: Kleos "Stop" also stops the background services.

More detail to the longer description:

Before on the machine kleo was running.
I've started the upgrade, now I get the hint that I should make
sure that all applications are closed, especially Outlook ...
So I close Kleo and continue.
After a while the problem with libksba comes up.

This works now. There is a problem still if the agent is not running with the default homedir or under other users. But this is handled in T2146
