Description

i've been reading 7440119e729d3fdedda8a9b44b70f8959beea8d7 and trying to make sense of the interaction between --no-use-tor and --use-tor. In particular, the interaction at runtime vs. the command line or initial read would be good to have explicitly documented in doc/dirmngr.texi
