wrong content encoding handling

Description

web server replies as pages in iso8859-1 encoding to all clients. however specially howtos in /tr/ are in iso8859-9 encoding and they are not shown properly w/ default browser view w/ that reason.

Fix

web server should auto-detect the charset from meta tag, or should not explicitly tell clients any specific contet encoding.

we don't have any tr directory. It is anyway planned to switch the whole site
over to only use utf-8.
