I've read through the Documentation and FAQ page and don't see anything about installing GnuPG on Chromebooks. Since it uses its own Linux-based operating system I was wondering if there is a version of GPG that was compatible with that.

With the exception of Windows, we only provide source code. Thus you need to compile it for your platform yourself or a find a distribution which comes with GnuPG.
Given that a Chromebook is basically a Webbrowser, I do not know how common it is to install standard Unix software on it. You may be better suited to ask for advise on the gnupg-users@gnupg.org public mailing list.
