To better support Kleopatra packaged differently on Windows the about data should be more configurable.

We want to have something like support phone number and email included when we hand out a Kleopatra that has official supplier support.

The idea is to read it from an (optionally) signed VERSION file. This is similar to what the VERSION file now contains and easily customizable.
