Kleopatra: Add Group dialog action to Certificate selection dialog

Description

I think it would make sense and it would be more prominent to have the Group Configuration dialog additionally available as an action in the certificate selection dialog.

So where the actions "Reload, Import, Lookup, New" are I would also see "Groups..." to open the Group Configuration dialog.
