"web of trust" don't work - Don't import the validity of third parties

Hello everyone,

First of all, thank you for the work you do.

Gpg4win version 3.1.15

I am having problems with the web of trust network on the certificates.
When I import certificates from the servers, in the import process the validity of the key made by third parties is lost and only the validity of the key made by the user is imported.
By not importing the validity made by third parties, the "web of trust" or trusted network does not work.
Example:
A-> B-> C
If B's key is valid and I fully trust B's validation form then when A imports C's key, C's key should be validated automatically.
Currently in version 3.1.15 this does not work, in previous versions 3.1.5 this process worked perfectly, but since I have updated it has stopped working.

See the release notes for GnuPG 2.2.17 (T4606 first item). You need to import your peer's signature from a different source; e.g. ask them to send you your signed key by mail.
