gpgconf: Options that gpgconf won't change should be flagged as read-only

gpgconf writes something like the following into configuration files:

###+++--- GPGConf ---+++### Di 01 Jun 2021 11:12:52 CEST
# GPGConf edited this configuration file.
# It will disable options before this marked block, but it will
# never change anything below these lines.

Options below these lines are not reported as read-only (or "no change (128)") although they cannot be changed via gpgconf. Therefore Kleopatra shows those options as editable although they are only editable manually in the configuration files.

There is also the issue that options flagged as ignore or forced in the global config file won't have an effect either. But indeed we could mark them as non-change.
