GpgOL: Add key selection dialog if draft encrypt is on and no key has been selected

Description

If draft encryption is currently on but no key is selected or available the user runs into surprising errors about encryption. It would be better to add a simple mode to the keyselection dialog which lets the user choose exactly one encryption key for drafts.
