It is safe for gpg22 to update *.m4 to prefer use of gpgrt-config (if available) to *-config.

If gpg22 keeps using *-config, libraries have to provide the tool.

To break a tie, update of gpg22's *.m4 is better. (Note that newer *.m4 also supports use of *-config when gpgrt-config is not available.)
