Kleopatra: align UI of decrypt and encrypt windows

Description

In the encrypt window the output location field is at the bottom, in the decrypt window it is at the top.


This is not user friendly.

I suggest to place the output location for the decryption at the bottom, too. Just above the buttons.

Yes this would be a bit more consistent. The idea was that when decrypting there is not much to see in the window so the only actionable item should be at the top. But consistency is better.
