Problem with tools bar

Description

In kleopatra open the configuration menu to add new commands in the status bar. You will notice that the commands with the arrow next to them do not appear in the Tools Bar. Why? Is it maybe a bug?

These actions/commands or, more precisely, the documents those commands show, are only available in the commercial GnuPG VS Desktop release.

We should change Kleopatra so that those actions are not added/created in the first place if the documents are not available. Just hiding them obviously doesn't work.

Yes, basically these actions check if the underlying document is there and if not they make themself invisible. But then they should not be in the menu in the first place. But I believe the impact of this is rather low.
