Do not install russian manpage with --disable-nls

Description

I appreciate that you have a russian manpage gpg.ru.1; someone has put some
effort into the translation.

BUT: this translated manpage should certainly NOT be installed when gnupg is
configured with "--disable-nls"!

BTW: man/man1/gpg.ru.1 probably is the wrong place for the translated manpage.

--disable-nls is only related to the software and not to the documentation.

I may not decide wether man1/gpg.ru.1 is right or wrong. The Ruddian folks did
this and other software does it the same.

I think whether --disable-nls is exclusively related to the software may be a
matter of interpretation.

In any case, there ought to be a way to prevent translated manpages from being
installed. My first thought was --disable-nls, but any other configure option
would do.

We install all the documentaion we consider as useful. If you do not like that,
delete these files after installation.
