Description

Until libassuan will be shared library, please and CFLAGS and LDFLAGS
of "-fpic -fPIC" so that PIC libraries may use this.

That is not portable and thus we won't do that. If you have this need, please
add the CFLAGS yourself to the end of the configure line.
