cURL does not work under Visa

Description

Under Windows Vista, the keyserver helper does not work. The problem seems to be
cURL related:

gpg: refreshing 1 key from hkp://subkeys.pgp.net
gpg: requesting key 7FF116EF from hkp server subkeys.pgp.net  
gpgkeys: hkp fetch error 1: unsupported protocol

Replacing gpgkeys_curl.exe by gpgkeys_hkp.exe works.

Looks like gpgkeys_curl.exe is being run instead of gpgkeys_hkp.exe. I'm pretty
sure this fixed it:

  • keyserver.c: Windows Vista doesn't grok X_OK and so fails

access() tests. Previous versions interpreted X_OK as F_OK
anyway, so we'll just use F_OK directly.
