T5707: Kleopatra: Use windows registry additionally to config files changed the processing order of the configuration settings to

1. XDG_CONFIG_DIRS, i.e. the (in general) not user-writable system config locations
2. HKLM
3. HKCU
4. user-writable config files

For the kleopatrarc this means (exact paths need to be checked again):

1. C:\Program Files\GnuPG VS-Desktop\share\kleopatrarc
2. HKEY_LOCAL_MACHINE\Software\GnuPG VS-Desktop\Kleopatra
3. HKEY_CURRENT_USER\Software\GnuPG VS-Desktop\Kleopatra
4. %APPDATA%\GnuPG VS-Desktop\kleopatrarc
