Improve linter rules for array formatting

Summary: Modify ArcanistParenthesesSpacingXHPASTLinterRule and ArcanistCallParenthesesXHPASTLinterRule to apply to array() and list() as well. Depends on D13858.

Test Plan: Added unit tests.
