Description

build: Create VERSION file with full version and commit ID

* CMakeLists.txt: Include G10GetFullVersion. Get full version and
commit ID. Write VERSION file.
* cmake/modules/G10GetFullVersion.cmake: New.

The VERSION file will be added to the distribution archives.
