Description

Revert "Re-enable DeviceInfoWatcher on Windows"

This reverts commit 3565dcb08f9df7ceb81c79e082e4099c19cee3fb.

The assert that's hit in gpgme seems to happen during the destruction
of DeviceInfoWatcher. Other problems, e.g. T7119 could also be caused
by different behavior of DeviceInfoWatcher on Windows.
