Optionally, fetch missing signer keys after importing keys

If the RetrieveSignerKeysAfterImport setting is true, then Kleopatra
will (try to) fetch all keys not yet present in the user's key ring
that were used to certify the user ids of previously unknown imported
OpenPGP keys. The setting defaults to false.
