Add the possibility to revoke certifications of OpenPGP keys

More precisely, this revokes certifications (i.e. signatures) for
user IDs of OpenPGP keys. Needs GnuPG >= 2.2.24 (soon to be released)
and gpgme >= 1.14.1 (unreleased).
