Description

Remove obsolete email operations settings

The QuickSignEMail and QuickEncryptEMail settings are not used anymore
because Kleopatra isn't used anymore for email operations. We keep the
obsolete NewSignEncryptEMailController until we can remove the whole
uiserver stuff.
