Add "Transfer to Card" action to key list

This makes it possible to transfer the main key of an OpenPGP key
to an OpenPGP card.

• Add "needs smart card" restriction for commands
• Make KeyToCardCommand work with the key list controller
• Add "Transfer to Card" action to Certificates menu and key context menu
