KF5LibkleoConfig: Include QtVersionOption.cmake

For the usual consumers which also use ECM it doesn't make a
difference, but for projects not using ECM QT_MAJOR_VERSION isn't
defined and as a consequence the Qt6 version of QGpgme is searched.
